The goal of this survey is to find common issues from various views about Semantic Information Models regarding Human Resources,
Competency, and Educational Objectives. We also would like to find issues for applying such models in Learning, Education
and Training as well as possibility for developing an NWI based on the survey.
Nomadicity and Mobility
Her søkes det brukstilfeller til den første delen av den tekniske rapporten Nomadicity and mobile technologies. Rapporten
består av de to delene Learner reference model for nomadicity og Learner information for mobile learning.
The purpose of Part 1 of this Technical Report is to provide a Learner Reference Model for Nomadicity that can be used as
a reference by software developers, implementers, instructional designers, and others to ensure that learning, education,
and training environments reflect learners’ nomadicity needs. In addition, Part 1 of this Technical Report will provide a
definition of nomadicity within learning, education, and training; and, it will clearly delineate the relationship of nomadicity
within e-learning. Furthermore, this report will identify ITLET standards and fields of standardization within ITLET impacted
by nomadicity.
It has been suggested that nomadicity “refers to the system support needed to provide a rich set of capabilities and services
to the nomad”, also referred to as the infrastructure, as this person “moves from place to place in a transparent and convenient
form” (Kleinrock, 1995). There are currently several approaches in different countries to nomadicity within learning, education,
and training. In addition, new technologies that support nomadic learners are being developed and implemented. Increasingly,
people (e.g., workers, students, etc.), are required to accept a nomadic lifestyle, which may involve changing location, time
zone, and technological surrounding infrastructure.
As there are many different approaches within various countries, new technological developments, and an increased need to
provide specifications for nomadic learners, Part 1 of this Technical Report will provide clarity regarding learner requirements
arising from nomadicity within learning, education, and training. This Technical Report is intended to support interoperability
by providing a model that can be used by developers, implementers, instructional designers, and others to guide development,
implementation, instructional design, and other efforts intended to support learners. In addition, Part 1 of this Technical
Report may be used as a basis for further standardization work and harmonization efforts within JTC1 SC36.
